الأمم المتحدة اطلقت حملة الستة عشر يوماً لمناهضة العنف القائم على النوع الاجتماعي
الأربعاء، 25 تشرين الثاني 2020 — الأمم المتحدة، وفريق العمل المعني بالعنف الجنسي والعنف القائم على النوع الاجتماعي، والهيئة الوطنية لشؤون المرأة اللبنانية، يطلقون اليوم حملة الستة عشرة يومًا العالمية لمناهضة العنف القائم على النوع الاجتماعي. تتضافر الجهود للقضاء على هذا النوع من العنف في لبنان ومنعه.
عام 2020: محطة هامة للمساواة بين الجنسين
يصادف هذا العام مرور 25 عاماً على إعلان ومنهاج عمل بيجين. يُعد عام 2020 محطة بارزة في مسيرة المساواة بين الجنسين والعمل على القضاء على العنف ضد النساء والفتيات. مع فرض إجراءات الإغلاق للحد من جائحة كوفيد-19، أظهرت التقارير زيادة مقلقة في العنف ضد المرأة. في لبنان، أثبتت النتائج في عام 2020 أن الإغلاق ساهم في ارتفاع أشكال مختلفة من العنف، خصوصاً ضد النساء والفتيات.
تأثير انفجار بيروت
تفاقمت الأوضاع بسبب انفجار بيروت في 4 آب 2020. أظهر الحدث أن النساء والفتيات أكثر عرضة للصدمات، وأن خطر تعرضهن للعنف قد ازداد، خاصة مع محدودية الوصول إلى الخدمات الصحية والغذاء. لذلك، يجب أن يبقى النوع الاجتماعي أولوية في الاستجابة الإنسانية لانفجار بيروت.
موضوع الحملة: السلامة حق للجميع
تتمحور حملة هذا العام حول: “السلامة من العنف حق للجميع”. السلامة في المنزل، في العمل، في الشوارع، على الإنترنت، والإبلاغ الآمن. تركز الحملة على حماية النساء والفتيات من جميع أنواع العنف، سواء كان لفظياً أو جسدياً أو عاطفياً أو جنسياً. وتشمل جميع الفئات: اللبنانيات، المقيمات، اللاجئات، عاملات المنازل، مجتمع الميم، والفتيات والنساء ذوات الحاجات الخاصة.
دعوة حملة الأمم المتحدة إلى عدم التسامح مع العنف
تدعو الحملة إلى عدم التسامح مطلقًا مع العنف ضد النساء والفتيات. تلفت الانتباه إلى دور الجميع — من نساء ورجال وفتيان وفتيات وقادة مجتمع وصانعي سياسات ومسؤولين عن تطبيق القانون — في منع جميع أشكال العنف. في ظل جائحة كوفيد-19، تتحمل الجهات الإنسانية وقوات الأمن مسؤولية أكبر في تقديم المساعدة للناجيات.
تصريحات رسمية
قالت السيدة كلودين عون، رئيسة “الهيئة الوطنية لشؤون المرأة اللبنانية”: “تغاضي المجتمع ومؤسساته عن العنف الجنسي والعنف المبني على النوع الاجتماعي هو أخطر أشكال التمييز ضد المرأة. نجدد مطالبتنا نواب الأمة بالمساواة في القوانين، وحماية ضحايا العنف وأولادهن، والدعوة لمناهضة العنف ونشر ثقافة احترام الكرامة الإنسانية”. وقال يان كوبيش، منسق الأمم المتحدة الخاص في لبنان: “رغم النوايا الحسنة والعمل الجاد، فإن العنف ضد النساء والفتيات مستمر بل ارتفعت نسبه.
لتجاوز هذه الأزمة، يجب تغيير العقليات، وإجراء إصلاحات هيكلية جريئة، مثل قانون موحد للأحوال الشخصية، وتجريم التحرش، وإلغاء نظام الكفالة. ينبغي إعطاء الأولوية للتدابير الاقتصادية والاجتماعية والقانونية التي تضع سلامة وكرامة النساء في صلب الاهتمام”.
نشاطات الحملة
تستمر الحملة من 25 تشرين الثاني حتى 10 كانون الأول تحت شعار “السلامة من العنف حق للجميع”. تشمل حملة على #SafetyIsYourRight.وسائل التواصل الاجتماعي لمدة 16 يوماً باستخدام الوسمين: #السلامة_حقِّك و
كما تضم فيديو قصير (30 ثانية) يدعو الجميع لدعم النساء والفتيات المعرّضات للعنف أو الناجيات منه.
رسالة منسقة الأمم المتحدة
قالت نجاة رشدي، المنسّقة المقيمة للأمم المتحدة ومنسقة الشؤون الإنسانية: “جائحة كوفيد-19 أدت إلى موجة جديدة من العنف، خاصة ضد الفئات الأكثر ضعفاً. يجب أن تنتهي هذه الوحشية المستمرة، فالسلامة والحماية من العنف من الحقوق الأساسية للجميع”.
نبذة عن حملة الستة عشر يوماً
بدأت الحملة العالمية عام 1991، وهي تهدف إلى زيادة الوعي والعمل لإنهاء العنف ضد النساء والفتيات. يدعم الأمين العام للأمم المتحدة الحملة من خلال “اتحدوا”، تحت شعار 2020: “لون العالم برتقاليًا: تمويل، استجابة، منع، تجميع!”.

تضم منظومة الأمم المتحدة في لبنان 23 وكالة وصناديق وبرامج، إضافة إلى بعثة لحفظ السلام وبعثة سياسية ولجنة إقليمية. تعمل في مجالات السلام والأمن والتنمية وحقوق الإنسان والعمل الإنساني. الهيئة الوطنية لشؤون المرأة اللبنانية أنشئت عام 1998 لدى رئاسة مجلس الوزراء. تهدف إلى تعزيز أوضاع المرأة وتأمين المساواة مع الرجل، وتقوم بمهام استشارية وتنفيذية ورسم الاستراتيجيات. يتألف فريق العمل المعني بالعنف الجنسي والعنف القائم على النوع الاجتماعي من وكالات الأمم المتحدة، ومنظمات غير حكومية محلية ودولية، ووزارة الشؤون الاجتماعية. يهدف إلى الوقاية والدعم وتقديم المساعدة للناجيات، وتعزيز التنسيق بين الجهات المعنية، وفق نهج يركز على الحقوق والناجيات
